The FY26 Collaborative Reform Initiative (CRI) program funding opportunities     
will close on Monday, August 31, 2026, at 4:59 PM ET.*

*IMPORTANT: Applications will be submitted in a two-step process, each with its own deadline.

ABOUT THE CRI PROGRAM

The Collaborative Reform Initiative (CRI) suite of services encompasses the following components:

These components offer expert services to state, local, campus, territorial, and tribal law enforcement agencies, ranging in scope and complexity at the voluntary request of agencies.

Together, the services are designed to; improve effectiveness and efficiency in agency operations, enhance officer safety and wellness, build agencies’ capacity for self-improvement, and promote community policing practices nationwide.

The FY26 Collaborative Reform Initiative (CRI) Program funding opportunity (O-COPS-2026-XXXX) will be used for CRI-TAC and Critical Response applications. The COPS Office is not seeking competitive applications for the CRI Organizational Assessment and CRI Enhanced Training program.

CRI NOTICE OF FUNDING OPPORTUNITIES

Collaborative Reform Initiative Technical Assistance Center (CRI-TAC)

The CRI-TAC program is seeking applications for a technical assistance provider to provide targeted customizable, short-term technical assistance on more than 60 topics, using a “by the field, for the field” approach.

Who is Eligible?


  • Law enforcement stakeholder associations (membership organizations)

State and local governmental entities must comply with 8 U.S.C. §1373, which provides that State and local government entities may not prohibit, or in any way restrict, any government entity or official from sending to, receiving from, maintaining, or exchanging information regarding citizenship or immigration status, lawful or unlawful, of any individual with components of the U.S. Department of Homeland Security or any other federal, state or local government entity. This includes any prohibitions or restrictions imposed or established by a State or local government entity or official. Funding

There is $3.45 million available through FY 2026 funding.

Critical Response

The Critical Response program is seeking applications for a technical assistance provider to provide targeted technical assistance to law enforcement agencies experiencing high-profile events, major incidents, or sensitive issues of varying need.
