ABOUT THE CRITICAL TOPICS PROGRAM

Community Policing Development (CPD) funds are used to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities.

The FY 2023 Critical Topics CPD program will fund projects that will convene stakeholders around the most critical issues in public safety facing our nation and develop guides and resources, reports, best practices, and other information products for the field that highlight successful community policing strategies in the areas of recruitment, retention, workforce diversification, tolerance, diversity and anti-bias.

The FY 2023 Critical Topics CPD program had one open solicitation with the following subtopics:

  • Emerging Issues Forums
  • Innovations in Recruitment, Retention, and Workforce Diversification
  • Tolerance, Diversity, and Anti-Bias Training

CRITICAL TOPICS PROGRAM SOLICITATIONS

Critical Topics - Emerging Issues Forums

Plan and execute convenings with thought leaders in law enforcement on critical topics that are impacting the field and the development of resources highlighting promising practices addressing these emerging issues that can be shared with the broader law enforcement community.

There is approximately $300,000 to fund one award through the FY23 Emerging Issues Forums program. The award is two years (24 months) in length. There is no local match.

Critical Topics - Innovations in Recruitment, Retention, and Workforce Diversification

Develop recruitment, retention, and workforce diversification resources (videos, toolkits, publications, pod casts, etc.) that can be shared with the broader law enforcement field and provide technical assistance to help law enforcement agencies improve their capacity to attract, select, and retain a diverse workforce.

There is approximately $400,000 to fund one award FY23 Innovations in Recruitment, Retention, and Workforce Diversification program. The award is two years (24 months) in length. There is no local match.

Critical Topics - Tolerance, Diversity, and Anti-Bias Training

Develop or deliver tolerance, diversity, and anti-bias training programs that encompass cultural sensitivity components such as respect, acceptance, and appreciation of different groups’ identities (e.g., ethnic, racial, sexual orientation and gender); cultural diversity; and law enforcement interaction with people with disabilities, people with mental illnesses, and English language learners. Applicants may propose the development or delivery of classroom or online training, or a combination of both. If online is proposed, applicants should plan for deployment via the COPS Training.

There is approximately $2.8 million to fund multiple awards through the FY23 Tolerance, Diversity, and Anti-Bias Training program with awards up to $700,000. Each award is two years (24 months) in length. There is no local match.
