    COPS Hiring Program (CHP)

    The 2024 COPS Hiring Program is a competitive grant program designed to provide funds directly to law enforcement agencies to hire new or rehire existing career law enforcement officers to increase their community policing capacity and crime prevention efforts. All local, state, territorial, and tribal law enforcement agencies that have primary law enforcement authority are eligible to apply. Up to $156.6 million is available for this program.

    School Violence Prevention Program (SVPP)

    The COPS Office School Violence Prevention Program (SVPP) is a competitive award program designed to provide funding to improve security at schools and on school grounds in the grantee’s jurisdiction through evidence-based school safety programs. States, units of local government, Indian tribes, and their public agencies are eligible to apply. Up to $73 million is available for this program.

    COPS Anti-Methamphetamine Program (CAMP)

    The 2024 COPS Anti-Methamphetamine Program is a competitive grant program that advances public safety by providing funds directly to state law enforcement agencies to investigate illicit activities related to the manufacture and distribution of methamphetamine. State law enforcement agencies authorized by law or by a state agency to engage in or supervise anti-methamphetamine investigative activities are eligible to apply. Up to $16 million is available for this program.

    Anti-Heroin Task Force (AHTF) Program

    The 2024 Anti-Heroin Task Force program is a competitive grant program that assists state law enforcement agencies in states with high per capita levels of primary treatment admissions for both heroin and other opioids. AHTF funds must be used for investigative purposes to locate or investigate illicit activities related to the distribution of heroin, fentanyl, carfentanil, or other opioids or the unlawful distribution of prescription opioids. State law enforcement agencies with primary authority over state seizures of heroin and other opioids are eligible to apply. Up to $35 million is available for this program.

    Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement

    Safer Outcomes funds are used to promote training on de-escalation and crisis response for law enforcement officers, support personnel employed by law enforcement agencies, and mental health professionals working on crisis intervention teams as employees of a law enforcement agency or under a legal agreement with a law enforcement agency. Supported training programs address one or more of the following areas of focus: de-escalation tactics and alternatives to use of force, safely responding to an individual experiencing a mental or behavioral health or suicidal crisis, safe encounters with individuals with disabilities, successfully participating on a crisis intervention team, or making referrals to community-based services and support.

    The FY24 Safer Outcomes program has three open solicitations:

    1. Curriculum Integration for Law Enforcement Academies and State-Level Training Commissions

      The fiscal year 2024 Curriculum Integration solicitation will fund multiple awards, up to $500,000 each, in direct grants to law enforcement academies and state-level training commissions to support the integration of de-escalation and crisis response concepts throughout recruit-level training academies or into law enforcement training standards or mandated curricula. It is open to the following:
      • Law enforcement training academies that deliver a curriculum of basic law enforcement instruction required for certification and employment in sworn officer positions for state, local, tribal, or territorial law enforcement agencies
      • State-level regulatory bodies with the authority to establish training standards or mandate training curriculum for law enforcement officers in the state, commonly referred to as Police Officer Standards and Training Commissions or Peace Officer Standards and Training Commissions (POST Commissions)
    2. Expansion of Regional De-Escalation Training Centers

      The FY24 Expansion of Regional De-Escalation Training Centers solicitation will fund multiple awards, up to $800,000 each, in cooperative agreements with training centers to provide training on de-escalation and crisis response within a designated region. It is open to institutions of higher education and nonprofit organizations with experience providing training to law enforcement at the national or regional level.
    3. Support for Law Enforcement Agencies

      The FY24 Support for Law Enforcement Agencies solicitation will fund multiple awards, up to $350,000 each, in direct grants to law enforcement agencies to support training on de-escalation and crisis response. It is open to the following:
      • State law enforcement agencies
      • Local law enforcement agencies
      • Tribal law enforcement agencies
      • Territorial law enforcement agencies

    Other Solicitations

    Community Policing Development (CPD) Programs

    Community Policing Development (CPD) funds are used to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities.

    Accreditation

    The Accreditation program awards funding for law enforcement agencies to complete the process of accreditation, as well as the work of national and state accreditation bodies that support accreditation. To obtain accreditation, a law enforcement agency must ensure all policies and procedures are of the highest standards and in compliance with those defined by the accreditation entity. The community benefits when it is assured its law enforcement personnel are following best practice policies and procedures to provide efficient, effective, and fair policing.

    1. Addressing Gaps in State and Regional Accreditation

      The fiscal year 2024 Addressing Gaps in State and Regional Accreditation solicitation will fund multiple awards, up to $500,000 each, to establish accreditation entities in states that do not have an accreditation body. It is open to the following:
      • Public government agencies
      • Federally recognized Indian tribes and their public agencies
      • For-profit (commercial) organizations
      • Nonprofit organizations
      • Institutions of higher education
      • Community groups
      • Faith-based organizations
    2. Enhancing Existing Law Enforcement Accreditation Entities

      The fiscal year 2024 Enhancing Existing Law Enforcement Accreditation Entities solicitation will fund multiple awards, up to $300,000 each, to support and enhance existing law enforcement accreditation bodies and facilitate the ability of agencies to become accredited. It is open to existing accreditation entities.
    3. Supporting Law Enforcement Agencies in Seeking Accreditation

      The fiscal year 2024 Supporting Law Enforcement Agencies in Seeking Accreditation solicitation will fund multiple awards, up to $250,000 each, to support agencies seeking accreditation by funding costs related to obtaining accreditation from an existing law enforcement accreditation entity. It is open to the following:
      • State law enforcement agencies
      • Local law enforcement agencies
      • Tribal law enforcement agencies
      • Territorial law enforcement agencies

    Law Enforcement Products and Resources

    The Law Enforcement Products and Resources Program will fund proj¬ects that develop products and resources specifically designed for national distribution that offer creative ideas to advance crime fighting, community engagement, problem solving, or organizational changes in support of community policing. There is approximately $4.75 million available through the FY 2024 Law Enforcement Products and Resources program at a maximum of $500,000 per award. The Law Enforcement Products and Resources Program is open to the following:

    • For-profit (commercial) organizations
    • Nonprofit organizations
    • Institutions of higher education
    • Community groups
    • Faith-based organizations

    Tribal Resources Grant Program (TRGP)—CTAS purpose area #1

    The Coordinated Tribal Assistance Solicitation (CTAS) enables tribes, Alaska Native villages, and tribal consortia to submit a single application for seven U.S. Department of Justice competitive grant programs. Purpose Area 1, the Tribal Resources Grant Program (TRGP), expands the implementation of community policing and meets the most serious needs of law enforcement in tribal nations. It provides funding for tribal law enforcement agencies to hire or re-hire career law enforcement officers and Village Public Safety Officers and to procure basic equipment and training to assist in the initiation or enhancement of tribal community policing efforts.

    Community Policing Development (CPD) Program

    Community Policing Development (CPD) funds are used to develop the capacity of law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe communities.

    De-Escalation

    The Law Enforcement De-Escalation Training Act of 2022 directs the U.S. Department of Justice to develop or identify existing training for law enforcement officers and covered mental health professionals regarding (i) employing de-escalation tactics and alternatives to use of force; (ii) safely responding to an individual experiencing a mental or behavioral health or suicidal crisis or an individual with a disability, including techniques and strategies that are designed to protect the safety of that individual, law enforcement officers, mental health professionals, and the public; (iii) successfully participating on a crisis intervention team; and (iv) making referrals to community-based mental and behavioral health services and support, housing assistance programs, public benefits programs, the National Suicide Prevention Lifeline, and other services.

    Microgrants

    Microgrants funds are used to develop the capacity of law enforcement to implement innovative community policing strategies by providing funding to state, local, tribal, and territorial law enforcement agencies. When properly applied, community policing improves the identification and prioritization of community problems; builds trust and relationships between law enforcement and the communities they serve; and enables an agency to build a culture toward accountability, transparency, open communication, and mutual trust. Under this solicitation, the COPS Office will fund projects in the following subcategories:

    • Community Violence Intervention
    • Officer Recruitment, Retention and Workforce Diversification
    • Hate Crimes and Domestic Extremism
    • Underserved Populations
    • Building Trust and Legitimacy with the Community
    • Open Topic Area

    The CPD Microgrants program is open to the following:

    • State law enforcement agencies
    • Local law enforcement agencies
    • Tribal law enforcement agencies

    Promoting Access to Crisis Teams (PACT)

    The Promoting Access to Crisis Teams (PACT) program (formerly known as Implementing Crisis Intervention Teams) will provide grants directly to state, local, tribal, and territorial law enforcement agencies for the creation or expansion of crisis intervention teams and to embed mental and behavioral health services with law enforcement agencies so they can better respond to individuals in crisis in the community. The PACT program is open to the following:

    • Local law enforcement agencies
    • State law enforcement agencies
    • Tribal law enforcement agencies
    • Territorial law enforcement agencies

    Collaborative Reform Initiative

    The Collaborative Reform Initiative (CRI) Critical Response solicitation provides targeted technical assistance to law enforcement agencies experiencing high-profile events, major incidents, or sensitive issues of varying need. There is up to $7.5 million available at $1.75 million per award. The CRI Critical Response solicitation is open to the following:

    • For-profit (commercial) organizations
    • Nonprofit organizations
    • Institutions of higher education

    Law Enforcement Mental Health and Wellness Act (LEMHWA) Program

    Law Enforcement Mental Health and Wellness Act (LEMHWA) funds are used to improve the delivery of and access to mental health and wellness services for law enforcement through the implementation of peer support, training, family resources, suicide prevention, and other promising practices for wellness programs. The 2024 LEMHWA program will fund projects that develop knowledge; increase awareness of effective mental health and wellness strategies; increase the skills and abilities of law enforcement; and increase the number of law enforcement agencies and relevant stakeholders using peer support, training, family resources, suicide prevention, and other promising practices for wellness programs. The LEMHWA Program solicitation is open to the following:

    • State law enforcement agencies
    • Local law enforcement agencies
    • Tribal law enforcement agencies
    • Territorial law enforcement agencies

    Tribal Resources Grant Program—Technical Assistance (TRGP–TA)

    Tribal Resources Grant Program—Technical Assistance (TRGP–TA) funds are used to develop the capacity of tribal law enforcement to implement community policing strategies by providing guidance on promising practices through the development and testing of innovative strategies; building knowledge about effective practices and outcomes; and supporting new, creative approaches to preventing crime and promoting safe tribal communities. The TRGP–TA program funds projects that develop knowledge, increase awareness of effective community policing strategies, increase the skills and abilities of tribal law enforcement and community partners, increase the number of tribal law enforcement agencies and relevant stakeholders using proven community policing practices, and institutionalize community policing practice in routine business. It is open to the following:

    • Public governmental agencies
    • Federally recognized Indian tribes
    • For-profit (commercial) organizations
    • Nonprofit organizations
    • Institutions of higher education
    • Community groups
    • Faith-based organizations
