VCPI and COPS Announce CHRP Online
How many of you have opened a grant award package and thought: “Fantastic!” and “Now what?” at the same time? After months of waiting to see if your grant writing efforts have paid off, that award letter can sometimes be daunting. The list of grant conditions and reporting requirements alone can seem overwhelming, especially if it’s your first award or if it’s a new program.
That’s just what the COPS Office anticipated when it announced nearly $1 billion in CHRP1 awards on July 28 to 1,044 law enforcement agencies nationwide. CHRP was funded through the American Recovery and Reinvestment Act of 2009 and as a result, has many of its own, unique requirements. So, the COPS Office asked the question: How can we train more than a thousand law enforcement agencies to administer their CHRP awards successfully…and oh yeah, how do we do it right now?
So, in the spirit of the American Recovery and Reinvestment Act, the COPS Office and the Virginia Center for Policing Innovation (VCPI) worked together at record speed all summer to develop an online training program to address this pressing issue. This partnership has resulted in the CHRP eLearn Center, a comprehensive online information, communications, and training center for all CHRP participants.
The CHRP eLearn Center’s online training services will be unveiled this month with its first online course: COPS Hiring Recovery Program (CHRP) Grants Management Online Training. This course walks awardees through the intricacies of managing their CHRP awards throughout the award lifecycle: from accepting the award to close-out. Participants will learn how to drawdown funds, maintain their financial records, meet the special terms and conditions of the CHRP grants, file reports, and much more. It’s essentially a one-stop- shop for how to successfully complete your CHRP award.
This is one of many courses planned for the CHRP eLearn Center. An online community policing course is now under development and will be available around the first of the year. The CHRP eLearn Center promises to be a great resource for CHRP awardees and can be accessed at www.copschrp.org.
For those 1,044 of you that received CHRP awards this summer, you can now just revel in the receipt of your award and not worry about how to sort through the management of it. You can focus on the “Fantastic!” part, and not the “Now what?”!
This is just the first of VCPI's online course deliverables. Stay tuned to www.vcpionline.org for more information on VCPI's online training programs!
- 1The COPS Hiring Recovery Program (CHRP) provides funding directly to law enforcement agencies to hire new and/or rehire career law enforcement officers in an effort to create and preserve jobs, and to increase their community policing capacity and crime-prevention efforts. Funds were appropriated for this initiative through the American Recovery and Reinvestment Act of 2009.
