The Office of Community Oriented Policing Services (COPS Office) Community Policing Dispatch team joins in mourning the loss of Thomas C. (Tom) Frazier, the second Director of the COPS Office.
From 1999 to 2001, Frazier served as Director of the COPS Office, overseeing the distribution of $8.8 billion in grants that helped put 100,000 new police officers on the streets.
Before his federal service, Frazier served as Police Commissioner in Baltimore, Maryland, following a distinguished career as Deputy Chief in San Jose, California. His commitment to public service began even earlier, as a decorated U.S. Army Intelligence Officer who served in Vietnam.
After his time at the COPS Office, Frazier served as Executive Director of the Major Cities Chiefs Association, a role he held for a decade.
He lived a life marked by dedication, kindness, and a quiet strength that touched all who knew him. He will be remembered for his warm smile, easy laugh, home-spun humor, unwavering integrity, and his generous spirit. While his absence will be profoundly felt, his spirit will continue to inspire those he left behind.
