Abstract: Among the tens of thousands of officers hired under grants from the Office of Community Oriented Policing Services (COPS Office) since its establishment in 1994, local law enforcement agencies across the United States have hired school resource officers (SRO) nationwide
to improve and preserve safety in schools. All SROs currently funded through COPS Office programs undergo special training for these positions; this publication presents additional principles and considerations to guide the COPS Office's work relating to SROs and
jurisdictions choosing to implement SRO programs.

Abstract: The National Police Foundation, in collaboration with the COPS Office, implemented the Averted School Violence (ASV) database to provide a platform for sharing information about averted incidents of violence in institutions of elementary, secondary, and higher education. The ASV database defines an incident of averted school violence as a violent attack planned with or without the use of a firearm that was prevented before any injury or loss of life occurred. A preliminary report (Daniels 2019) analyzed 51 averted incidents of school violence to begin to improve our understanding of averted school attacks. This report analyzes an additional 120 averted incidents of school violence, expanding the knowledge base and further developing lessons learned as our understanding grows of how school attacks are planned, discovered, and thwarted.

Abstract: The National Police Foundation and the COPS Office created the Averted School Violence (ASV) database to provide a platform for sharing information about averted incidents of violence in elementary, secondary, and higher education. This report examines 12 case studies of incidents in which planned violence targeting K-12 schools was averted by the potential attackers' peers, school administrators, and other school safety stakeholders including school resource officers (SRO). Each case includes a discussion of lessons learned from examining the potential attackers' intentions and the actions of those who averted the attack.

Abstract: The National Police Foundation, in partnership with the International Association of Campus Law Enforcement Administrators (IACLEA), has expanded the Averted School Violence (ASV) database to provide a platform for sharing information about averted incidents of violence in elementary and secondary schools as well as higher education campuses. This report examines eight case studies of incidents in which planned violence targeting institutions of higher education was averted by the potential attackers' peers, school administrators, and other campus safety stakeholders including law enforcement. Each case includes a discussion of lessons learned from examining the potential attackers' intentions and the actions of those who averted the attack.

Abstract: The COPS Office School Safety Working Group, which is composed of representatives from eight national law enforcement organizations, has identified 10 essential actions that can be taken by schools, school districts, and law enforcement agencies to help prevent critical incidents involving the loss of life or injuries in our nation's schools and to respond rapidly and effectively when incidents do occur. These actions are applicable to school shootings as well as to other areas of school safety, including natural disasters and traumatic events such as student suicide. Adopting policies and practices based on these essential actions (condensed from the recommendations in the accompanying publication) can help make school communities safer and save lives.
