Abstract: The Collaborative Reform Initiative Technical Assistance Center is a partnership between the COPS Office and many professional law enforcement organizations throughout the field to provide technical assistance to law enforcement agencies on request. In its first four years, the center fielded close to 700 requests for assistance from campus, local, county, and state agencies on critical issues like community engagement; active shooter response; de-escalation; crime analysis; mass demonstrations; school safety; and recruitment, hiring, and retention. This report shows how the center has supported agencies in their efforts to ensure public safety in their communities. The COPS Office is committed to continue working diligently with our partners to provide high-quality, relevant, and timely assistance by the field, for the field.

Abstract: Line of Duty Deaths Due to COVID-19 provides a brief analysis of line of duty deaths in 2020. According to the analysis, COVID-19 was the leading cause of line of duty deaths for law enforcement officers from March through December 2020, causing more than 50 percent of all line of duty deaths in several states. This brief was developed through the COPS Office Collaborative Reform Initiative Technical Assistance Center (CRI-TAC).

Abstract: This guide presents information on evidence-based policing practices in small, rural, and tribal agencies, which often have different problems and different needs from the large, urban agencies where most law enforcement research is conducted - as well as different strengths. It includes case studies and additional information gleaned from the literature and from conversations with law enforcement leaders.

Abstract: The wave of high-profile incidents in 2020 between police and community members has prompted widespread calls for greater community oversight of law enforcement agencies. This is an executive summary of Civilian Oversight of Law Enforcement: Report on the State of the Field and Effective Oversight Practices, a white paper by the National Association for Civilian Oversight of Law Enforcement (NACOLE) that combines survey data, case studies of oversight bodies nationwide, and a literature review to outline the history of civilian oversight and its spread; define three standard oversight models and discuss their implementation; propose 13 principles for effective oversight; and provide recommendations for each within an effective practices framework.
