| This guide is designed as a tool for law enforcement and community stakeholders to facilitate screenings and discussions of the 28-minute Not In Our Town film Camden's Turn: A Story of Police Reform in Progress. Produced in collaboration with the COPS Office, the film discusses how the entire Camden (New Jersey) Police Department was laid off in 2013 after years of mistrust, violent crime, high arrest rates, and devastating poverty in the city, and the Camden County Police Department took over policing in the city. Moreover, the film examines how the new department's implementation of community policing reforms has helped the once crime-ridden city to turn around. This guide provides discussion questions and tips for organizing internal law enforcement agency and community screenings, information about community-oriented policing, and supplemental resources.
