2012 COPS Hiring Program (CHP)
The COPS Office is pleased to have announced the award of 221 FY 2012 COPS Hiring Program (CHP) grants for approximately $111 million on June 25th, 2012. In addition to these grants, nearly $3.6 million in funding awards were announced on September 27th, 2012 to 12 law enforcement agencies.
2012 CHP grants provide 75 percent of the approved entry-level salaries and fringe benefits of each newly hired and/or rehired full-time officer, up to $125,000 per officer position, over the three year (36 month) grant period. CHP grants may be used on or after the official grant award start date to: (1) hire new officers (including filling existing officer vacancies that are no longer funded in an agency’s budget); (2) rehire officers already laid off by any jurisdiction as a result of state, local, or Bureau of Indian Affairs (BIA) budget reductions unrelated to the receipt of grant funding; and/or (3) rehire officers scheduled to be laid off by the grantee’s jurisdiction on a specific future date as a result of state, local, or BIA budget reductions unrelated to the receipt of grant funding.For any new hire positions awarded, grantees are required to hire a new police officer who is a military veteran that has served after 9/11 for a period of no less than 180 days and has been honorably discharged. The U.S. Department of Justice Office of Community Oriented Policing Services (COPS Office) is proud to announce awards totaling more than $6.5 million under the Community Policing Development (CPD) grant program. View FY2012 CPD Award List.
This program funds a broad range of projects intended to advance community policing practices by supporting the development innovative community policing strategies, applied research, guidebooks, and best practices that are national in scope. This year, the program funded projects related to a number of public safety topic areas, including Community Policing Enhancement, Policing in a New Economy, Ethics and Integrity, Child and Youth Safety, Police Operations, and Officer Safety and Wellness. COPS Office also funded awards in an Open Topics category, which solicited innovative projects to advance community policing strategies.
The Community Policing Development solicitation was open to all public governmental agencies, profit and non-profit institutions, universities, community groups and faith based organizations. Accepted proposals were of national relevance, designed to significantly advance the field of community policing, and demonstrated an understanding of community policing as it pertains to the application topic.
2012 Coordinated Tribal Assistance Solicitation (CTAS)
In 2012, through the CTAS program, COPS made 64 awards in the amount of $26,939,855 to Tribal communities to support the hiring and equipment needs of Tribal jurisdictions. Under the Coordinated Tribal Assistance Solicitation (CTAS), COPS funded the 2012 Tribal Resources Grant Program, Purpose Area #1: Improve Public Safety and Enhance Community Policing, which provides funding to federally recognized Tribal jurisdictions with established law enforcement agencies to expand the implementation of community policing and meet the most serious needs of law enforcement in Tribal communities through a broadened comprehensive program.
